Below, we provide plain-language explanations of select bills from the tracker, along with notes on how they may affect different homeschooling approaches. These explanations are factual and updated as bills move.

S.B. 107 – Education Legislation Advisory Commission Amendments
What the bill does:
This bill creates a new, temporary Education Legislation Advisory Commission to study education-related issues, review proposed education legislation, and make recommendations to legislative committees. The commission is composed of eight voting legislators and additional nonvoting members recommended by the State Board of Education and the state superintendent. The commission would operate until December 1, 2028.

How this may affect homeschoolers:

H.B. 426 – Online Education Service Provider Amendments
What the bill does:
This bill creates a new statutory framework for “learner validated programs,” which are competency-based or self-paced education programs operated by local education agencies (LEAs). It establishes accountability requirements related to teacher oversight, pacing, assessment integrity, documentation, and alignment with state standards, with enforcement and rulemaking authority assigned to the State Board of Education. The requirements are tied to eligibility for state education funding.

How this may affect homeschoolers:
Traditional homeschoolers:
• No direct impact identified unless a family participates in an LEA-operated online or competency-based program; the bill regulates LEA programs rather than private home education.

H.B. 467S01 – Utah Fits All Scholarship Program Modifications
What the bill does:
This bill modifies the Utah Fits All Scholarship Program by clarifying eligibility requirements, strengthening oversight and consumer protection standards, and refining how scholarship funds may be used. It amends the definition of “private school,” clarifies participation rules for online and virtual schools, establishes additional compliance and auditing requirements, and updates reimbursement, customer service, and marketplace operation standards.

How this may affect homeschoolers:
Traditional homeschoolers:

S.B. 124 – Child Welfare Modifications
What the bill does:
This bill modifies child welfare procedures by creating a new type of juvenile court warrant, called an “investigative warrant,” which allows a peace officer or child welfare caseworker to access a child or home for investigative purposes when authorized by a court. It clarifies juvenile court warrant authority, outlines how investigative and removal warrants may be executed, and allows officers or caseworkers to request assistance when carrying out a warrant. The bill takes effect May 6, 2026.

How this may affect homeschoolers:
Traditional homeschoolers:
